Egypt's PM addresses UN conference on two-state solution
New York – Egyptian Prime Minister Dr. Mostafa Madbouly delivered Egypt’s statement on behalf of President Abdel Fattah El-Sisi at the High-Level International Conference titled “For the Peaceful Settlement of the Palestinian Issue and the Implementation of the Two-State Solution.”
The conference took place at the United Nations General Assembly Hall during the 80th session of the UN General Assembly’s high-level week.
The event was attended by Egypt’s Minister of Foreign Affairs, Dr. Badr Abdelatty, and Egypt’s Permanent Representative to the UN in New York, Ambassador Osama Abdelkhalek.
Dr. Madbouly began by commending Saudi Arabia and France for organizing the conference, which underscores a collective commitment to the two-state solution as the only path to achieving a just and comprehensive peace in the Middle East.
Speaking on behalf of Egypt, which has championed peace and stability in the region for over four decades, Dr. Madbouly emphasized that stability in the Middle East is unattainable without a just and comprehensive resolution that fulfills the legitimate aspirations of the Palestinian people for an independent state based on the June 4, 1967 borders, with East Jerusalem as its capital.
He stressed that the two-state solution is not merely a political or moral obligation but a security necessity. “The only path to a secure, stable, and prosperous Middle East is to ensure the Palestinian people’s rights to freedom, dignity, and independence,” he said. He warned that Israel’s reliance on military force and attempts to impose a fait accompli will not bring security but will instead fuel escalation and instability. The absence of a political horizon, he noted, risks perpetuating violence and extremism, as evidenced by regional developments over the past two years.
Dr. Madbouly strongly condemned Israel’s ongoing aggression against Palestinian territories and other parts of the region, including the dangerous precedent of attacks on Qatar, a key partner in mediation efforts alongside Egypt to end the aggression in Gaza and restore stability.
He highlighted the adoption of the New York Declaration by the General Assembly as a historic moment, reaffirming the international community’s commitment to the Palestinian people’s right to an independent state. Egypt hopes this conference will lead to immediate and unconditional recognition of the State of Palestine by all countries yet to take this step.
Dr. Madbouly called for practical steps to relaunch a genuine peace process with a clear timeline, based on internationally recognized resolutions, to achieve a just and sustainable solution. He reaffirmed Egypt’s tireless efforts to secure a ceasefire in Gaza, emphasizing that ending the bloodshed is both possible and necessary. He cited the UN Independent International Commission of Inquiry’s report, which confirmed Israel’s commission of genocide against Palestinian civilians in Gaza, as a wake-up call to the global conscience.
Egypt firmly rejects any attempts to displace the Palestinian people or liquidate their cause, actions Dr. Madbouly described as tantamount to ethnic cleansing. He announced that, upon achieving a ceasefire, Egypt will host an international conference to mobilize funding for Gaza’s reconstruction, in coordination with the Palestinian government, to support the Palestinian people’s resilience and recovery from the devastating losses caused by the aggression. He urged the international community to contribute to this effort as an integral part of realizing the two-state solution.
In closing, Dr. Madbouly underscored the critical juncture facing the region: “We stand today at a pivotal moment—either we lay the foundation for a just and lasting peace that opens doors of hope for our peoples, or we leave the region hostage to conflict, violence, and chaos.”
Egypt, with its historical legacy and sincere commitment to peace, extends its hand to all parties to revive hope and work toward peace. He reiterated that there is no alternative to the two-state solution and no future for peace without an independent Palestinian state living side by side with Israel in security and peace. The time has come, he concluded, for the international community to assume its responsibility to achieve this goal and close this painful chapter in the region’s history.
