Egypt ranks second in Africa for Public Service Delivery, leading in energy and infrastructure

Egypt has been ranked second among Africa’s top-performing countries in delivering public services, according to the inaugural 2024 Public Service Delivery Index (PSDI) released by the African Development Institute, affiliated with the African Development Bank. Egypt scored 58.99 out of 100, outpacing the African continental average of 45.39 and the North African regional average of 50.55, according to a statement by the Ministry of Planning and Economic Development.


The PSDI assesses the quality of public services in African countries across five key dimensions:


- Energy and electricity

- Food security

- Regional integration

- Industry

- Socio-economic inclusion


Key highlights from the report:


- Energy leadership: Egypt was ranked first in Africa for its performance in electricity and energy, scoring 75.61. It excelled in electricity access (82.71), generation (65.97), and regulatory environment (93.52), reflecting strong investment in both traditional and renewable energy sectors. The government is committed to increasing renewable energy’s share to 42% by 2035 under the "Egypt Vision 2030" framework.

  

- Infrastructure excellence: Egypt scored 91.47% in road quality, one of Africa’s highest scores. The country is actively investing in integrated transport networks (roads, railways, and ports), positioning itself as a regional logistics and trade hub. Egypt is also a key player in regional integration through agreements such as the African Continental Free Trade Area.


- Youth empowerment and social inclusion: The report praises Egypt for its advanced youth training and employment schemes, securing the continent’s top position with a score of 78.69. Nearly 99% of the Egyptian population now has access to safe drinking water, and health care quality continues to improve.


- Industry and manufacturing: With a score of 53.47 in the industrial sector, Egypt stands out for modern, integrated industrial zones and infrastructure. These improvements are encouraging manufacturing and investment opportunities across the nation.


- Women’s empowerment: The African Development Bank report highlights Egypt’s national strategy to empower women, leading to higher rates of female university graduation and representation in parliament, which reached 27.7% in 2021.


- Food security: Egypt scored moderately in food security, achieving 50.11 points and ranking 12th continent-wide. The report recommends further investment in agricultural value chains and food self-sufficiency.


Economic outlook remains positive


Egypt’s Ministry of Planning and Economic Development also highlighted the nation’s improving economic outlook in the latest African Economic Outlook 2025 report by the African Development Bank. Despite regional geopolitical challenges, Egypt’s real GDP is forecast to rise from 2.4% in 2024 to 3.9% in 2025, and 4.8% by 2026, reflecting resilient growth.


This resilience is attributed to Egypt’s diverse sources of national income, ongoing infrastructure investments, and a robust commitment to economic reform and international cooperation.


The African Economic Outlook emphasizes the importance of broad international support for Egypt’s green transition and economic reform agenda. The report concludes that Egypt is well-placed for robust, sustainable growth, especially in productive sectors such as industry, tourism, and renewable energy, supported by ongoing reforms and global partnerships.
