Egypt invests billions in Upper Egypt’s development

In a significant move to accelerate economic growth and improve living standards in southern Egypt, the Egyptian government has earmarked over 4.2 billion Egyptian pounds (approximately $87 million USD) in government investments for Luxor Governorate as part of its 2025/2026 development plan. This is just a portion of the broader investment in Upper Egypt, with a total of 65.7 billion pounds (over $1.36 billion USD) allocated to the region.


During a recent tour of several governorates in Upper Egypt, Egypt’s Minister of Planning, Economic Development, and International Cooperation, Dr. Rania Al-Mashat, highlighted the “unprecedented development boom” underway in the region, particularly under the flagship presidential initiative “Decent Life” (Hayah Karima).


The “Decent Life” initiative, launched under the auspices of President Abdel Fattah El-Sisi, aims to drive comprehensive development in infrastructure and human capital, especially in rural and underserved areas. In Luxor alone, out of 687 planned projects under the first phase of the initiative, 589 have already been completed, directly benefiting 36 villages across the Esna and Armant centers.


Notable achievements include:

- Extending fiber optic internet to 20 villages, connecting 2,600 subscribers.

- Delivering natural gas to 4,200 housing units.

- Constructing six new water purification stations and laying 81 km of new water pipelines, delivering clean drinking water to thousands of homes.

- Upgrading and paving 71 km of main roads, enhancing connectivity.

- Electrification and lighting projects, alongside the building and renovation of 13 government service complexes and 37 youth centers.

- The rollout of 16 new ambulance units, six police stations, and 8 upgraded railway stations to bolster public services and security.

- Construction of 19 new social solidarity facilities and the installation of 50 ATMs to improve financial inclusion.


One of the most remarkable outcomes has been a reduction in the illiteracy rate in Luxor, decreasing by 7.3 percentage points from 2021 to 2025. This comes as a result of intensive literacy campaigns that have reached nearly 18,600 citizens. Investments have also been made towards upgrading educational infrastructure, including the renovation of 60 schools and the establishment of over 500 new classrooms. Additionally, 53 new mobile phone towers and several postal offices have been set up, further enhancing connectivity and access to services.


Minister Al-Mashat emphasized that Upper Egypt is home to 38% of the country’s population and possesses vast untapped potential for development. The government is keen to empower the region to play a pivotal role in Egypt’s broader economic growth strategy. “We are witnessing a qualitative transformation in Upper Egypt, driven by strong national commitment and international cooperation,” she said during her visit.


As the “Decent Life” initiative continues to unfold, authorities express confidence that these investments will support inclusive and sustainable growth, improve quality of life, and provide new opportunities for millions of Egyptians living in Upper Egypt’s rural communities.
