Egypt PM inaugurates OPPO smartphone factory

Egypt’s Prime Minister, Mostafa Madbouly, officially opened a new factory for global smartphone and electronics manufacturer OPPO in the 10th of Ramadan City. 

The inauguration was attended by Dr. Amr Talaat, Minister of Communications and Information Technology, Eng. Hazem El-Ashmouny, Governor of Sharqia, and Mr. Lai Ren, President of OPPO for the Middle East and North Africa region. Also present were Eng. Ahmed El-Zaher, CEO of the Information Technology Industry Development Agency (ITIDA), Mr. Noah Ma, General Manager of OPPO Egypt, and several company executives.

Following the opening, Prime Minister Madbouly emphasized that the event aligns with the goals of the presidential initiative "Egypt Makes Electronics," which aims to position the electronics industry as a key driver of Egypt’s economic growth. The initiative seeks to double Egypt’s electronics exports, reduce imports of electronic and electrical devices for the local market, create hundreds of thousands of jobs, and attract foreign and joint investments globally. He highlighted the initiative’s achievements, including increased exports, growth in employment within electronics design, the establishment of new local companies, branches of leading global firms, and the creation of factories for mobile phones, tablets, and fiber optic cables in Egypt for the first time.

Dr. Amr Talaat noted that the OPPO factory, backed by a $50 million investment and providing 2,000 job opportunities, reflects the successful collaboration between the government and private sector in achieving the objectives of the "Egypt Makes Electronics" initiative. The factory enhances local electronics manufacturing and job creation. Talaat emphasized the Ministry’s commitment to policies and incentives that encourage global companies to expand production to meet local market needs and export abroad, positioning Egypt as a regional hub for electronics manufacturing. He added that Egypt’s mobile device governance system has boosted confidence in the investment environment, attracting 15 global mobile phone brands to manufacture in Egypt, with a maximum capacity of approximately 20 million units annually and total investments of about $200 million.

Mr. Lai Ren, in his speech, stated, “At OPPO, we believe in the transformative power of technology to drive progress and improve quality of life, guided by our vision of ‘Technology for Mankind, Kindness for the World.’ This factory is not only a testament to our confidence in the Egyptian market but also a strategic platform to deliver cutting-edge innovations to local consumers, create promising job opportunities for Egyptian talent, and support Egypt’s national development.” He added that local manufacturing is a cornerstone of OPPO’s commitment to Egypt, aligning with the "Egypt Makes Electronics" initiative. By training local talent to global standards, OPPO contributes to economic growth and reduced unemployment while maintaining high-quality production standards, ensuring products match the quality of those manufactured at its China headquarters.

During a factory tour, Prime Minister Madbouly viewed a presentation by Mr. Lai Ren, who noted that the 24,000-square-meter facility employs around 2,000 Egyptian workers, including engineers, technicians, and quality specialists, all trained to OPPO’s global manufacturing standards. The factory currently produces 400,000 units monthly (approximately 5 million annually), with a local value-added rate exceeding 42%, set to increase in the future. Mr. Noah Ma added that the factory operates 17 production lines, with plans to expand to 20 by Q1 2026, raising monthly output to 500,000 units. The facility has begun producing and supplying OPPO devices, including the Reno12, Reno13, Reno14, A5 Pro, and A6 Pro series, adhering to global quality standards. The factory is a key part of OPPO’s regional strategy, with plans to export products to Arab markets by late 2026 and introduce production lines for wearables like smartwatches, fitness bands, and earbuds in future phases.

During the tour, Madbouly inspected various production stages, from circuit board manufacturing and component assembly to testing, cutting, and packaging. He visited the quality control room to review production monitoring processes. Engaging with young workers, he inquired about their roles, qualifications, and experiences. One female employee from Sharqia, trained in electronics despite a hospitality background, highlighted the company’s benefits, including healthcare, insurance, and financial incentives.

Madbouly expressed pride in the efficiency of Egyptian engineers, technicians, and workers, noting that their high-quality output rivals that of advanced industrial nations. He emphasized that his visits to factories and tech companies underscore the skill and innovation of Egyptian youth, encouraging them to pursue opportunities in precision industries and IT for a brighter future. He described the factory as a significant addition to Egypt’s electronics sector, supporting the localization of manufacturing and the broader industrial sector.

The factory’s opening follows a September 2022 memorandum of understanding between ITIDA and OPPO, signed in the presence of the Prime Minister, laying the foundation for this project as part of the "Egypt Makes Electronics" initiative. OPPO’s commitment extends beyond manufacturing to exceptional after-sales services, ensuring customer satisfaction and trust. The factory, supported by 15 Chinese technical experts and operated by trained Egyptian staff, reinforces Egypt’s position in OPPO’s global supply chain and highlights the potential of public-private partnerships in driving sustainable growth.
