EU unveils €2.3 billion package to aid Ukraine's reconstruction

ROME – On Thursday, the European Commission pledged €2.3 billion ($2.7 billion) to support Ukraine's recovery efforts following widespread destruction from Russia’s full-scale invasion, Reuters reported.


Announcing the initiative at a reconstruction conference in Rome, EU Commission President Ursula von der Leyen detailed that the package consists of €1.8 billion in loan guarantees and €580 million in grants, provided through international and bilateral public financial institutions.


The announcement came amid continued assaults on the Ukrainian capital, as hundreds of Russian drones and over a dozen missiles targeted Kyiv, resulting in two fatalities during the second large-scale airstrike in as many days. The critical meeting in Rome underscored Ukraine’s urgent need for international assistance.


This €2.3 billion commitment is part of the Ukraine Investment Framework, which von der Leyen said aims to leverage up to €10 billion in total investments for Ukraine’s reconstruction.


Additionally, von der Leyen revealed the launch of a new equity fund dedicated to rebuilding Ukraine, with backing from the European Investment Bank as well as France, Germany, Italy, and Poland.


Starting with initial funding of €220 million, the new fund is set to attract €500 million by 2026, according to the Commission.
