Egypt, China’s Cloud Chain discuss $2 bn carbon‑neutral textile city in Port Said

Egypt’s Investment and Foreign Trade Minister Mohamed Farid on Thursday held talks with senior executives from China’s Cloud Chain to discuss plans to establish what would be the Middle East and North Africa’s first carbon‑neutral integrated textile city in Port Said, the ministry said.

Cloud Chain, a developer of industrial cities, presented its master plan for the “Egyptian Textile Industries City – Cloud Chain”, which would cover 4.5 million square meters and be developed in two 24‑month phases, the ministry said in a statement.

Farid said Egypt was well positioned to become a regional hub for integrated textile manufacturing and was working to create an investment climate capable of hosting large-scale industrial city projects.

The Chinese delegation, led by CEO Huang Wei and CFO Xian Chun, said Egypt offered a strategic gateway to markets in Africa and the Middle East. They said the project would involve investments of between 1.5 and 2 billion dollars.

The first phase will cover 2 million square meters and include eco‑friendly industrial and service facilities, attracting 30 to 50 textile companies, as well as vocational schools, logistics hubs and commercial services. The second phase will extend over 2.5 million square meters to complete the full industrial chain.

The ministry said the project is expected to create between 50,000 and 80,000 direct jobs and around 60,000 indirect jobs.

Farid instructed officials to arrange an immediate field visit for the Chinese delegation to several investment zones and to continue technical and promotional coordination, including through Egypt’s commercial office in China.
