Egypt sees first lawsuit against TikTok over family values

In a landmark legal move, Egyptian lawyer Ahmad Mehran has filed the country’s first lawsuit against the social media platform TikTok. The suit calls for stronger legal frameworks to regulate content and protect Egypt’s religious and family values.


Mehran’s claim is based on Egypt’s Telecommunications Regulation Law No. 10 of 2003, specifically Article 67, which permits the government to restrict communications services under national security threats, provided such actions follow clear official procedures. 


However, the lawsuit focuses on content regulation, not a full ban—recognizing that existing law only allows full website blocking under exceptional circumstances, such as in cases involving terrorism-related content.


The petition also references international agreements Egypt has signed, such as the International Covenant on Civil and Political Rights (ICCPR), which upholds both freedom of expression and the right to access information. Notably, the ICCPR allows countries to place legal restrictions to protect public order and morals.


The case, filed against the Prime Minister and other officials, requests new digital platform legislation that would:


- Establish clear ethical and family value standards for online content  

- Require platforms like TikTok to remove material that violates those standards  

- Promote direct collaboration between government regulators and the platform  

- Impose fines and sanctions on accounts posting harmful or inappropriate material


The overarching objective is not to block TikTok outright, but to enforce regulation and oversight. Ahmad Mehran argues that attempting a blanket ban would likely prompt users to bypass restrictions using VPNs, while sensible regulation would protect internet freedom alongside community privacy and family values.


This lawsuit marks a pivotal moment in Egypt’s ongoing conversation about the balance between free expression, technology, and societal values. It paves the way for broader discussions on how to protect ethical and cultural norms in the digital era, without compromising fundamental freedoms.
