Egypt and Japan launch Patient-Centered Healthcare Project with JICA
Ismailia, Egypt – In a significant step towards advancing healthcare in Egypt, the Egyptian Healthcare Authority and the Government of Japan have announced a new partnership to launch the “Patient-Centered Care for Universal Health Coverage (E-PaCC)” project in collaboration with the Japan International Cooperation Agency (JICA). The initiative, based at Ismailia Medical Complex, is set to run through 2027 and is designed to place patient needs at the forefront of healthcare delivery, utilizing advanced digital tools and modern best-practice frameworks from Japan.
During a formal visit to Ismailia Medical Complex, Dr. Ahmed El Sobky, Chairman of the Egyptian Healthcare Authority, and Mr. Fumio Iwai, Japan’s Ambassador to Egypt, celebrated the start of this groundbreaking project. They also announced a first-of-its-kind twinning agreement between Ismailia Medical Complex and Nagoya University Hospital in Japan. This partnership will standardize medical, administrative, and research practices between the two institutions, setting a benchmark for Egypt-Japan healthcare collaboration and facilitating comprehensive knowledge exchange.
Dr. El Sobky praised JICA’s invaluable support in Egypt’s universal health insurance project and looked ahead to future partnerships in artificial intelligence (AI) applications for healthcare, further modernizing Egyptian healthcare and improving patient outcomes.
Presenting impressive achievements, Dr. El Sobky noted that the Ismailia Medical Complex has delivered over 5.5 million medical services over the past four years, including care for emergencies, critical cases, newborns, and more than 75,000 surgeries. The complex is internationally recognized, holding GAHAR national accreditation, Joint Commission International (JCI) accreditation, and the ISO global quality standard for administrative systems.
Ambassador Iwai expressed his pride in the partnership, emphasizing the world-class level of medical services provided to Egyptian citizens and highlighting the advanced digital integration achieved by the Egyptian Healthcare Authority. He remarked that Egypt’s system exceeds many counterparts in developed countries and is well-prepared to harness AI in medical care.
Mr. Yo Ebisawa, Chief Representative of JICA Egypt, celebrated the “remarkable, tangible results” achieved through JICA’s collaboration with Egyptian healthcare officials. He reaffirmed JICA’s commitment to expanding development partnerships with Egypt, not just in healthcare but across a variety of public sector initiatives, inspired by Egypt’s strong leadership and development vision.
