Egypt unveils digital Real Estate Services hub in New Alamein City
New Alamein City – Egyptian Prime Minister Dr. Mostafa Madbouly today inaugurated a new state-of-the-art Real Estate Registration and Notarization Complex in New Alamein City.
The opening marks a significant step in Egypt's digital transformation efforts, as it coincided with the launch of an integrated digital system linking the Ministries of Justice and Housing across 16 new urban communities nationwide.
The new complex in New Alamein, featuring a specialized notarization branch and a real estate registration office, is equipped with advanced electronic systems designed to expedite and enhance the accuracy of transactions. This initiative is part of Egypt's broader strategy to modernize public services through digital transformation, aiming to provide greater convenience and efficiency for citizens.
During the inauguration, Prime Minister Madbouly emphasized the collaborative efforts of various government entities to elevate service standards and continuously improve delivery methods through expanding digital applications. He highlighted the extensive development in New Alamein City, noting ongoing projects aimed at significantly improving service quality and achieving developmental goals for the North West Coast, thereby attracting more investments and leveraging the region's diverse potential.
Minister of Justice, Counselor Adnan Fangari, explained that the New Alamein complex operates on a "single-window" system, streamlining procedures. The notarization branch includes three counters and two dedicated for digital services via "Egypt's Digital Portal," while the real estate registration office has five counters for handling registration requests within New Alamein.
A key highlight of the event was the launch of the integrated system connecting the Real Estate Registration and Notarization Authority (under the Ministry of Justice) with the New Urban Communities Authority (under the Ministry of Housing). This system, implemented across 16 new urban development offices nationwide, is a cornerstone of Egypt's Vision 2030 for digital transformation.
Counselor Fangari stated that this new system entirely eliminates paper-based transactions. It integrates real estate registration applications in new urban communities with citizen service applications in city development agencies through a government-to-government (G2G) digital converter. This allows for the immediate retrieval of all textual, digital, spatial, and licensing data related to lands, properties, and units in new urban communities required for document registration, in accordance with recent amendments to the Real Estate Registration Law.
The 16 designated offices will handle all transactions related to land, establishments, and units issued by or pertaining to the New Urban Communities Authority within their jurisdiction. These cities include New Alamein, the New Administrative Capital, Marina Alamein tourist villages, New Cairo's northern area, 6th of October, Sheikh Zayed, 10th of Ramadan, New Fayoum, New Beni Suef, New Assiut, New Sohag, New Nubaria, New Akhmim, New Damietta, New Aswan, and New Salheya.
Dr. Amr Talaat, Minister of Communications and Information Technology, underscored his ministry's role in providing the necessary infrastructure for digitalizing services, overseeing technical support, and training staff to ensure the success of the "Digital Egypt" national project.
Following the launch, Prime Minister Madbouly held video conference calls with officials at several of the newly integrated real estate registration offices, inquiring about the services offered and the benefits of the new digital link for citizens. He also spoke with service providers at the New Alamein complex, who praised the new digital systems for reducing service delivery times and improving quality.
