Beijing (Xinhua) — Chinese President Xi Jinping and President of the Republic of Congo Denis Sassou Nguesso, have each sent congratulatory messages to the Ministerial Coordination Meeting on the Follow-up Actions of the Forum on China-Africa Cooperation (FOCAC), being held today in Changsha, the capital of central China's Hunan Province.

President Xi emphasized that the current international situation is characterized by significant change and uncertainty. He reaffirmed China’s commitment to offering new opportunities to the world through the country’s modernization efforts and promised renewed impetus for Global South partners, including Africa, harnessing China’s vast market potential.

President Xi announced that China is ready to negotiate and sign a China-Africa Economic Partnership Agreement for joint development. He stated that China will implement a zero-tariff policy on 100 percent of tariff lines from the 53 African countries that have diplomatic ties with China. Xi also pledged greater facilitation for Africa’s least developed countries to export goods to China.

President Xi expressed China's willingness to deepen the implementation of the 10 action plans for partnership in modernization, further enhancing cooperation with Africa in vital areas such as green industry, e-commerce, electronic payment, science and technology, and artificial intelligence. He also called for closer collaboration in security, finance, and the rule of law to promote the high-quality development of China-Africa cooperation.
