UNDP appoints Chitose Noguchi as new resident representative in Egypt
The United Nations Development Programme (UNDP) in Egypt is pleased to announce the appointment of Ms. Chitose Noguchi as its new Resident Representative, effective August 17, 2025.
Ms. Noguchi brings over 25 years of experience in international development and crisis response. Most recently, she served as Acting Special Representative and previously as Deputy Special Representative and Head of the Gaza Office for the UNDP Programme of Assistance to the Palestinian People. In those roles, she contributed to humanitarian response, economic recovery, enhanced service delivery, and climate resilience in challenging environments.
Ms. Noguchi succeeds Mr. Alessandro Fracassetti, who led the programme for the past four years. The UNDP extends heartfelt gratitude to Mr. Fracassetti for his dedicated leadership in advancing Egypt’s comprehensive development.
On her arrival in Cairo, Ms. Noguchi expressed her gratitude and commitment: “I am honored to take on this role in Egypt and to build on the achievements of recent years. My priority is to deliver meaningful results that strengthen resilience and expand opportunities, in close partnership with the Egyptian government and both national and international partners.”
Ms. Noguchi has also held key roles at the UNDP headquarters in New York, including Director of Programmes in the Bureau for Policy and Programme Support. She co-led the design and launch of the UN Joint SDG Fund and oversaw global initiatives to strengthen institutional capacities and results-based management. Her earlier career includes leadership positions with CARE International in Vietnam and Japan.
She holds a Bachelor’s in Law from the University of Tokyo and a Master’s in International Development from George Washington University.
Ms. Noguchi’s appointment comes as the UNDP continues close collaboration with the Egyptian government on climate action, economic growth, job creation, and social protection—contributing to Egypt’s Vision 2030 and the Sustainable Development Goals.
