Egypt welcomes global ICT leaders, announces major outsourcing investments

President Abdel Fattah El-Sisi hosted leaders of 52 major Egyptian and international companies in the Information and Communication Technology (ICT) outsourcing industry in Cairo today, coinciding with the World Summit on Outsourcing, which Egypt will host on November 9-10, 2025. 


The event was attended by Egypt’s Prime Minister, Dr. Mostafa Madbouly, and Minister of Communications and Information Technology, Dr. Amr Talaat.


President El-Sisi welcomed the business leaders, expressing his gratitude for their confidence in Egypt’s ICT sector. This follows the signing of 55 agreements between the Ministry of Communications and international firms, expected to generate 75,000 new job opportunities within the next three years.


“Hosting this world summit reflects international confidence in Egypt’s capabilities and our commitment to becoming a leading global destination for outsourcing and ICT investments,” President El-Sisi stated. He highlighted Egypt’s competitive advantages, robust workforce, and strong digital infrastructure.


The President also outlined Egypt’s national digital strategy, aiming to transform the ICT sector from a service-based to a productive industry and increase job creation, exports, and economic growth. He emphasized human capital development and revealed ongoing collaborations with leading global universities, as well as efforts to integrate digital education across the country’s academic system to equip graduates for the digital economy.


An interactive exchange with business leaders followed, where company representatives praised Egypt’s investment climate and workforce quality, expressing interest in further expanding their operations in the country. President El-Sisi reaffirmed the government’s support for foreign investors and its determination to remove any obstacles to business growth. “Despite regional challenges, Egypt’s stability and forward-looking policies remain attractive for international investment,” he said.


Dr. Amr Talaat, Minister of Communications, noted that ICT has become a strategic sector in Egypt, alongside traditional sectors such as industry, agriculture, and tourism. He explained that Egypt’s outsourcing industry aims to quadruple the number of industry employees and digital exports, highlighting exponential growth in digital skills training: from 4,000 trainees eight years ago to 800,000 annually today.


He also referenced national programs—such as the “Digital Pioneers” initiative, which provides full scholarships and training for more than 10,000 young Egyptians each year—as part of a larger drive to build the country’s digital capabilities.


Additionally, Dr. Talaat outlined incentives for international ICT companies to expand in Egypt, including support for training, hiring and export-related expenses. By the end of 2024, Egypt had added approximately 60,000 ICT professionals, and the country’s digital outsourcing exports have doubled since 2022. The sector’s annual growth rate now stands at 14-16%, increasing its GDP contribution from 3.2% in 2018 to a projected 6% in 2025. Egypt also leads Africa in fixed internet speeds for the fifth consecutive year, and Cairo is recognized as a global hub for innovation and entrepreneurship.


President El-Sisi concluded the meeting by reaffirming Egypt’s “open arms to all who seek to work and innovate,” and expressed his government’s continued commitment to removing barriers for international investors.
