Egypt advances disability inclusion

A nationwide commitment to enhancing inclusion and empowerment for persons with disabilities in Egypt has taken center stage at a recent workshop titled “Strengthening Disability Inclusion in Egypt: From Global Commitments to National Action.” 


Organized by the United Nations Resident Coordinator’s Office in Egypt, the International Labour Organization (ILO), and the United Nations Team on Disability, the workshop gathered an inspiring group of leaders, policymakers, and advocates to shape the future of disability inclusion.


Among the distinguished attendees were Dr. Iman Kareem, General Supervisor of the National Council for Persons with Disabilities, Ms. Elena Panova, UN Resident Coordinator in Egypt among others.


The workshop sessions provided a vibrant and open forum to discuss the current landscape for people with disabilities in Egypt. Key topics included legislative and policy frameworks—most notably, Law No. 10 of 2018 supporting Disability Rights, and the forthcoming Labour Law No. 14 of 2025. Participants examined mechanisms for implementing these laws, and identified ways to strengthen coordination between government institutions, the UN, and development partners for effective policy support.


Equally important were the discussions on strategic priorities and the future vision for cooperation. The group explored opportunities to further enhance comprehensive development and humanitarian efforts, spotlighting pioneering initiatives by international NGOs serving persons with disabilities in Egypt. These collaborations are crucial to unlocking opportunity, dignity, and participation for all.


During her speech, Dr. Iman Kareem praised Egypt’s growing commitment to the disability file, a cause that enjoys direct and ongoing support from the country’s leadership. She emphasized the National Council’s dedication to safeguarding and advancing the rights of persons with disabilities, enabling their full and active participation in society. The Council is committed not only to integrating and empowering people with disabilities, but also to supporting their families through guidance and awareness programs. Such initiatives provide families with essential knowledge and skills to develop their children’s abilities, foster their inclusion, and overcome the unique challenges they face.


Dr. Kareem also highlighted the council’s flagship initiative, “My Family is My Strength,” under the patronage of Mrs. Entissar El-Sisi, wife of the President of Egypt. This initiative centers on supporting mothers of newly diagnosed children with disabilities, helping them address challenges, and celebrating families—especially mothers—who have demonstrated outstanding resilience and achievement, whether they themselves have disabilities or are raising children with disabilities. Their stories of courage, integration, and success inspire us all.


Moreover, “My Family is My Strength” encourages state and civil society institutions to provide necessary resources and support, promoting a dignified life for families and shining a light on those who have triumphed over obstacles and integrated their children into society.


Today, Egypt is moving from global promises to national action. With shared vision and deep empathy, every step taken affirms an unwavering belief in the talents, dreams, and intrinsic worth of all Egyptians—ensuring no one is left behind.
