Egypt and UN launch $339 million appeal to support refugees and host communities in 2025

Egypt’s Ministry of Foreign Affairs, in coordination with the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP), has launched the 2025 Refugee Response and Resilience Plan for Egypt. 


The initiative unites Egyptian government agencies, UN organizations, humanitarian and development partners, civil society, and refugee-led organizations to strengthen protection and support for both refugees and host communities in the country.


The plan was announced alongside a humanitarian appeal for $339 million US dollars to meet the growing needs of refugees and the Egyptian communities that welcome them. More than 1.8 million people stand to benefit from life-saving services and essential support—including education, healthcare, protection, cash assistance, livelihoods, and food security—throughout the coming year.


Egypt’s commitment amid regional challenges


The refugee response plan comes as Egypt hosts one of the largest refugee populations in North Africa. Egypt has long adopted a policy of not setting up refugee camps, instead working to integrate refugees into national systems. With over 1.5 million Sudanese nationals present, Egypt is currently the largest host of people fleeing conflict in Sudan.


Dr. Wael Badawy, Deputy Assistant Minister of Foreign Affairs for Migration, Refugees, and Human Trafficking, emphasized the importance of international partnership: “The role of the international community is critical—to prevent further displacement, and to ensure that refugees and host communities receive fair and responsible support.”


He highlighted that regional instability and economic challenges are placing mounting pressure on Egypt’s infrastructure and resources, which makes international cooperation and investment even more urgent.


A unified and innovative response


Dr. Hanan Hamdan, UNHCR’s Representative in Egypt and to the League of Arab States, described the plan as a milestone: “This is Egypt’s first comprehensive national plan addressing the needs of refugees from all backgrounds. It demonstrates strong government leadership and close coordination with all partners.”


The plan combines immediate humanitarian aid with efforts to foster resilience and long-term solutions, aligning with the Global Compact on Refugees. It places special focus on education, healthcare, livelihoods, food security, and community cohesion.


Alessandro Fracassetti, UNDP Resident Representative in Egypt, noted that while urgent humanitarian support is vital, investing in resilience and economic opportunities will help both refugees and host Egyptians build brighter, more sustainable futures.


United in action


The initiative relies on strong partnerships between Egypt’s government, the United Nations system, and international donors. It aims to unite resources, bolster national institutions, and promote peaceful coexistence and integration for all.


The 2025 Refugee Response and Resilience Plan serves as both a lifeline for millions and a call to the international community: that, in times of challenge, compassion, collaboration, and shared responsibility can bring hope and stability—benefiting refugees and their Egyptian neighbors alike.
